Principles of joining and cooperation within the Association of Communes Euroregion Bałtyk
The accession of the Local Government Unit to the Association of Polish Communes Euroregion Bałtyk is a standard nature and consists in:
I. Adoption of a resolution by the Council on the accession of the Self-government to the Association
Adoption of the Resolution on joining the Association is connected with taking the duties of a member of the Association and assuming joint responsibility for the work and functioning of the Association of Polish Communes Euroregion Baltic and its structures.
II. In special situations, the Council adopts a Resolution to appoint a plenipotentiary/representative for cooperation with the Association
Self-government membership in the Association requires the election of its representative. A natural person representing the local government in the Association and at the General Meeting of Delegates, in which they participate with ordinary members - one representative of each commune and poviat, and with an advisory vote - honorary and supporting members. According to the statute, the representative of the Local Government Unit in the APC ERB should always be the representative of the Self-government. The accession of the Local Government Unit is connected with the adoption of the principles of cooperation within the Association.
The self-government may appoint a plenipotentiary/representative of the commune, a coordinator for ongoing contacts and cooperation with the secretariat of the Association. This person performs the function of " liaison officers of the Association"- these persons are responsible for the exchange of information and ongoing coordination of local government activities under the existing cooperation system. They are also responsible for preparing the local government and entities operating in its area to use the European Union funds for cross-border and interregional cooperation.
Membership fee
The local government bears some of the expenses related to the financing of the Association's activities. The membership fee in the Association is calculated per one inhabitant of the commune, for poviats, with the exception of cities with poviat rights - a lump sum. The amount of the contribution for each year is determined by the General Assembly of Members in a special resolution. Local government units are required to pay a membership fee in a given calendar year.
Membership
The members of the Association are divided into:
- ordinary - an ordinary member of the Association may be a commune and a land poviat from the territory of the Pomorskie and Warmińsko-Mazurskie voivodships on the basis of a relevant resolution of the commune council or land poviat and approving the decision of the Association Board
- supporting members - a natural or legal person may be a supporting member if they submit an appropriate application and provide or declare financial support for the Association.
- honorary members - are awarded by the General Assembly of Members of the Association at the request of the Management Board and may be awarded to a natural or legal person.
The rights of an ordinary and supporting member are acquired by way of a resolution of the Association's Management Board
